From the high-rise building fire accident situation, during the 10 years from 2007 to 2016, the Shanghai high-rise building suffered 4293 fire accident in total, 87 people died, 106 people were injured, direct property loss is about 289 million yuan, the sharing of the corresponding period total number of fire is 7.9 %, 15.2%, 18.2% and 26.8% respectively. In particular, the heavy fire accident occurred in 2007,  "8 • 14" Shanghai World Financial Center, 2010 "4.13" Oriental Pearl fire, "11.15" Jing'an Jiaozhou Road teacher apartment, exerted a huge impact and gave us profound lessons.

According to reports, from the fire high-risk research and daily control situation, Shanghai's high-rise building fire safety mainly has the following difficult points : First, there is "flaw" on some building fire safety. Some of the early construction of high-rise buildings has difficulty in implementing fire safety remolding according to the existing norms of the implementation of fire protection. Before the implementation of "high-rise civil building design fire safety norms" , Shanghai has built more than 1,200 high-rise buildings. In addition, according to statistics, more than 15 years of aged high-rise buildings accounted for 46% in total in Shanghai. Second, the daily fire safety management has "soft underbelly". At present, nearly 74% of the city's high-rise buildings are not set up industry committees. Some high-rise buildings have different properties. Because the high-rise building floor is high, and has complex functions, numerous vertical pipeline, which causes "chimney effect" when fired. And the fire spread rapidly, slow to evacuate, so it is difficult to fight against fire. This has always been an international fire problem.
 
Shanghai Municipal Vice Mayor Shi Guanghui said that in order to learn the lessons of the high-level fire in London, Shanghai should strictly grasp the key link of high-rise building fire safety:

1. Strictly control the external wall insulation materials. For the existing high-rise buildings which use flammable and combustible insulation materials, we will replace them combined with reconstructed project and expansion project; before removing, follows up strict management measures and establishes warning signs.

2. Strictly manage the building fire facilities. The lacking facilities, will be added combining with the reconstructed and expansion project; as for the damaged facilities, they must be repaired as the deadline for rectification; for lacking of evacuation stairs, additional measures will be taken, such as outdoor evacuation staircase; for cable wells, pipe wells and other cable and cable bridge, must be tightly blocked.

3. Strictly control the fire evacuation channel. Clean up the evacuation staircase, walkway stacking debris and illegal parking, charging electric cars, etc .; ensure that the fire staircase between the fire door to play a fire and smoke function to ensure that the evacuation walkway, stairwell emergency lighting and evacuation signs are full and available.

4. Investigate and punish fire violations.
